Construction Billing System किसी भी civil project का एक महत्वपूर्ण भाग होता है। यह system यह सुनिश्चित करता है कि contractor को किए गए कार्य (work executed) के अनुसार सही और समय पर भुगतान मिले।

Public Works Department (PWD) या किसी भी government project में भुगतान तीन मुख्य चरणों में किया जाता है — Running Bill, Secured Advance और Final Bill।

1️⃣ Running Bill क्या है? (What is Running Bill?)

Running Bill को Interim Payment Bill या Progress Payment Bill भी कहा जाता है। यह वह bill होता है जो construction के दौरान, समय-समय पर किए गए कार्य के अनुपात में contractor को भुगतान करने के लिए तैयार किया जाता है।

यह bill तब तक तैयार किया जाता है जब तक project पूरी तरह से complete नहीं हो जाता।

Running Bill की विशेषताएँ:

• यह periodic (आमतौर पर monthly) payment के लिए होता है।
• Measurement Book (M.B.) में recorded quantities के आधार पर बनाया जाता है।
• Work completion percentage और value का payment किया जाता है।
• 10% या निर्धारित राशि Retention Money के रूप में रोक ली जाती है।
• Defective work या incomplete item के लिए payment नहीं किया जाता।

2️⃣ Secured Advance क्या है? (What is Secured Advance?)

Secured Advance वह advance payment होती है जो contractor को ऐसे materials के लिए दी जाती है जो site पर उपलब्ध हैं लेकिन अभी construction में उपयोग नहीं हुए हैं।

यह advance तभी दी जाती है जब materials durable हों और उनकी ownership department के नाम हो जाए।

Secured Advance की शर्तें (Conditions for Secured Advance):

• Material site पर stack होना चाहिए और verified होना चाहिए।
• Material durable और non-perishable होना चाहिए (e.g., Cement, Steel, Stone)।
• Material की value का लगभग 75% advance दिया जाता है।
• Material पर department का ownership right होता है।
• Advance दी गई राशि subsequent bills से recover की जाती है।

Secured Advance Calculation Example:

Note: अगर material का उपयोग हो जाता है, तो advance amount अगले running bill से recover कर ली जाती है।

3️⃣ Final Bill क्या है? (What is Final Bill?)

Final Bill वह अंतिम bill होता है जो construction project के पूरा होने के बाद तैयार किया जाता है। इसमें सभी पूर्व bills को मिलाकर कुल भुगतान और balance settlement किया जाता है।

Final Bill की विशेषताएँ:

• Project completion certificate के बाद तैयार किया जाता है।
• Previous running bills के payments को adjust किया जाता है।
• Retention money और security deposit adjustments किए जाते हैं।
• Defect liability period और audit clearance के बाद final payment release होती है।
• यह contractor और department के बीच final financial settlement document होता है।
